In May 2026 OpenAI began a gradual rollout of a beta self-serve Ads Manager that lets a business sign up and buy directly, and it added cost-per-click bidding alongside CPM. The bidding choice matters most for a small account. CPM charges per thousand times the ad is shown; CPC charges when someone clicks through to your site. OpenAI reports that CPC and outcome-optimized bidding now account for the majority of ChatGPT ads campaigns. [5]

Measurement came first. OpenAI had recently launched a Conversions API and pixel-based measurement when it announced Ads Manager [1], which is what ties a ChatGPT ads click to a form fill or a booking on your own site.

My view: the self-serve change matters more to a local business than the revenue headline, because a small daily budget lets you hold ChatGPT to the standard every channel should meet, cost per booked job.

## Who Sees ChatGPT Ads and Which Businesses Qualify

ChatGPT ads reach only people on the Free and Go plans; Plus, Pro, Business, Enterprise and Edu accounts see no ads. Health is where local businesses split: in the US, OpenAI may approve dental services and minimally invasive cosmetic procedures case by case, invasive or high-risk procedures are not allowed, and no ad appears near personal health, mental health or political topics. For a med spa or a dental office, treat approval as an application, not a right. OpenAI decides case by case and the ad has to stay clear of personal health topics, so build the ad and the landing page around the treatment and the booking, not around a patient's condition. [2]

A tempting misreading is that buying ChatGPT ads is a shortcut into ChatGPT's recommendations. OpenAI's own pages describe two separate things. OpenAI's help page says: "Ads can appear below the end of a response. Ads are clearly labeled as sponsored". [2]

OAI-AdsBot only visits pages submitted as ads [3], so a landing page that passes ad review says nothing about whether OAI-SearchBot can read the rest of your site.

The organic lever has its own controls. OpenAI states that "Each setting is independent of the others", so a site can allow OAI-SearchBot to appear in ChatGPT search while disallowing GPTBot, its training crawler. [9]

## The Landing Page Check That Fails Quietly: OAI-AdsBot and Your Firewall

OAI-AdsBot is OpenAI's ad crawler: it visits only pages submitted as ChatGPT ads, and OpenAI requires it for landing page validation and review. If a firewall, bot setting or hosting limit blocks it, the problem sits in your site's security layer, not in your ad copy. Allow OAI-AdsBot, and allow OAI-SearchBot as well, as OpenAI recommends. OpenAI's advertiser guidance leaves no room on the first point: "You must allow OAI-AdsBot. We recommend allowing both OAI-AdsBot and OAI-SearchBot." [3]

The check fails quietly because the block happens outside the ad account. Three settings cause most crawler problems:

- **Bot challenges that cannot be skipped.** Cloudflare says Bot Fight Mode challenges traffic matching known-bot patterns, and "You cannot bypass or skip Bot Fight Mode using WAF custom rules or Page Rules." [10]
- **AI training settings that also block search.** Cloudflare's Block and Block on pages with ads settings now also apply to Googlebot, Bingbot and Applebot, and its announcement says: "To stop training and keep search, use Disallow AI Training." [11]
- **Hosting limits.** A hosting platform can rate limit a real crawler with no visible error, which is what our own trace found.

We checked our own site. Over the 7 days to October 5, 2026, Cloudflare's AI Crawl Control logged about 8.42 thousand AI crawler requests to ambrosemarketing.com, and about 4.16 thousand received an HTTP 403 block. [4] Traced by IP address over the last 24 hours, the blocked requests claiming to be Applebot, Claude or Perplexity came from two cloud servers impersonating those crawlers, while the real Applebot, Googlebot, Bingbot, OAI-SearchBot and ChatGPT-User received clean responses. [4]

The one real problem was Perplexity's genuine crawler, rate limited by our hosting platform: 102 requests turned away against 114 served in a single day. [4] No error page. No alert.

OAI-AdsBot only visits pages submitted as ads, so the way to confirm it reaches your landing page is to submit one and look for it in your firewall or CDN log. [3] Check by source, not by user agent: the impostors in our trace claimed the same crawler names the real crawlers use. [4]

Two rows matter most. Google Ads Help says "you can't opt out of serving ads in AI Overviews" [6], so an eligible Search campaign can already serve there. Microsoft says "Advertisers cannot opt out of serving ads" in Copilot, and it does not yet report Copilot-specific metrics. [12] You can appear in both answer layers without having chosen either.
